The co-location trade is constant (ION = enclaves + edge + key management; host = shell, power, perimeter, anchor demand → reduced shell CapEx, full ION uplift). What changes with the host is the compliance zone the enclaves must meet: DoD/CMMC for a defense host, HIPAA for a health system, FERPA for a university.

The relational logic: public program (lobby, childcare, telehealth, learning, café) faces the street; enclaves, breakout and the resilience core sit above a controlled-access line; service and microgrid feed the core.
