Program tapers by tier (Core 18% → Regional 14% → District/Outpost 10%); Common 8%, Utility 6% and Unusable 10% hold across tiers, with Enclave taking the balance. ~108,600 SF resolves into five levels: public/civic program on the ground, four stacked enclave floors, the NOC and key vault high and access-controlled, and the microgrid grounding the stack so the building can island off ERCOT.
The co-location trade is constant (ION = enclaves + edge + key management; host = shell, power, perimeter, anchor demand → reduced shell CapEx, full ION uplift). What changes with the host is the compliance zone the enclaves must meet: DoD/CMMC for a defense host, HIPAA for a health system, FERPA for a university.
The relational logic: public program (lobby, childcare, telehealth, learning, café) faces the street; enclaves, breakout and the resilience core sit above a controlled-access line; service and microgrid feed the core.
A standalone center on its parcel: PV-canopied parking feeding the microgrid, the building mass with a transit/EV drop-off, fiber tying into the dual-use backbone, a battery/microgrid yard for islanding, and a dashed expansion pad to phase in more enclaves.
